What is the Clean Car Programme?

In 2022 the New Zealand Government introduced the Clean Car Programme (CCP) to help reduce transport emissions with the aim to achieve carbon neutrality by 2050. The Clean Car Programme is made up of two government initiatives to tackle transport sector CO₂ emission levels and help address climate change, the Clean Car Discount (CCD) and the Clean Car Standard (CCS).

As a brand, Subaru are moving towards a carbon neutral future, with Subaru Corporation aiming increase the ratio of EVs and Hybrids to at least 40% of gross vehicles sold globally by 2030. By 2050 Subaru Corporation are striving for carbon neutrality by reducing the average CO₂ emissions from new passenger cars by at least 90% by 2050 (compared with 2010). 

We are on the journey towards a more sustainable future in New Zealand, and are looking forward to the arrival of our first All-Electric All Wheel Drive Solterra to complement our e-Boxer Hybrid models we already have available.

Clean Car Discount (CCD)

The Clean Car Discount (CCD) was introduced on the 1st April 2022 and is designed to encourage customers to purchase lower emission vehicles using rebates and fees. Vehicles with moderate emissions will not incur a fee (also known as Fee Neutral) or be eligible for a rebate, while vehicles with higher emissions will incur a fee.

On the 2nd May 2023, the government announced changes to the current CCD rebates and charges for vehicles registered from 1st July 2023. These changes mean that vehicles that emit 150 to 191 grams of CO2 per kilometre will incur a higher fee upon first registration. See table below for for CCD fees.

We realise the Clean Car Programme can cause some confusion, so for clarity, we've made the table below which shows what the Clean Car Discount looks like for Subaru vehicles today.

Clean Car Standard (CCS)

The Clean Car Standard (CCS) was introduced on the 1st January 2023 and is designed to encourage vehicle importers and distributors to sell low or no emission vehicles. The targets are based on vehicle weight and will become progressively lower each year moving forward.

Both the CCD and CCS include government-mandated fees that apply to certain vehicle models and is subject to change at any time. The CCS is included in the Recommended Retail Price where applicable.

Subaru is going Electric

 

We may not have been the first, but we didn’t want to introduce an EV until we could make it a Subaru.

 The next step for Subaru is to launch our first all-new electric All-Wheel Drive SUV in New Zealand - the SOLTERRA.  This will be our first Battery Electric Vehicle.

While we have not yet announced pricing, if the RRP is below $80,000 this will attract a rebate. If it is above $80,000 it will be fee neutral, and will not incur any CCS or CCD fees.

Taking its name from the Latin words ‘SOL’ meaning ‘sun’ and ‘TERRA’ meaning ‘earth’, this EV will co-exist in our beautiful country to ensure we can still get out and explore the places we’d rather be while taking care of it at the same time.
